chmod and chown on files are part of deploy process... can they be optional?

So we are experimenting a bit with keeping the database and files in distributed storage mounted into the host machine (related to the docker swarm setup we discussed previously). And it turned out that chown & chmod commands are very time-expensive in this case, as they need 30-45 minutes each to be finished (total size of files - 22GB)
So we just wanted to ask, can we make them optional..? I guess there is a reason why we have them there on every deployment..?
