Add central place to add items to audit allow list

When there is a new version of a module that's used in alpha or beta, we don't want to update all Drupal projects manually. Instead, let's add such new versions after approval by the pipelines by adding the new "CVE" to the allow list. In such cases, we do also have to commit the changed composer.json file.

We're doing this by sed in .preparecomposerplugins of mixins.yml file.
