Configure project hardening for all websites

The additional features

• Add option to ignore abandonded packages (general#14)
• Extend composer audit (composer/plugin/drupal-development-environment#13)
• Check for outdated packages

have now been used on a few site for a while and it provides reals extra value. It's time to enable this for all other Drupal sites as well.
