Fail pipeline if patch can not be applied

Currently, if a patch can't be applied, this is silently ignored. This should be changed to fail the pipeline, so that such changes get exposed and the team can do something about it.

Set the following 2 variables by default:

COMPOSER_EXIT_ON_PATCH_FAILURE=1
COMPOSER_PATCHES_SKIP_REPORTING=1

Those defaults can then be overridden by the gitlab-ci config per project, if needed.

This has worked just as expected for the last couple of days and also failed once, when a patch couldn't be applied.
