Only deploy on main branch by default

Let's turn off deployment on develop and feature branches by default and only run those tasks if it is explicitly enforced.

From now on, the pipelines only deploy on the main branch but not on any other, e.g. develop or feature branches.

If deployment on those others, set ENFORCE_DEPLOYMENT: 1 in the gitlab CI config for those branches.
