Add oomphinc/composer-installers-extender

In order to be able to add special packages in specific directories, e.g. Cypress tests, we need this package by default.

This also requires this package to be allowed as a plugin, which should be done in the pipeline.

@danielspeicher I had forgotten, that adding a new plugin to D10-scaffold also requires allowing that plugin during composer actions. That's why all pipelines failed tonight.

I've now added that plugin to be allowed by the pipelines.
