Mailpit always available and remove Mailhog

• Remove Mailhog
• Adopt Mailpit enable default value: is enabled by default except for deployed sites on the main branch
• Always include Mailpit in docker-compose.yml
• The Mailpit enable flag only controls the smtp config in settings.docker.php
