Version 15.1.1 is broken

Variables are not resolved in cache and artefact context, see https://gitlab.com/gitlab-org/gitlab-runner/-/issues/29141

Downgraded all runners to 15.1.0 and pinned that version for now with

ascr apt-pin pin gitlab-runner --version=15.1.0 --company=all
